I was on duty when we got a call from a female at 8.55 PM. It was hard to understand what she was talking about but she sounded frantic. The location was 123 West Main Street, Hagerstown, Maryland. We reached the apartment at 8.58 PM. After arriving the apartment we saw that a white female, aged around 2 years was lying on the sofa which was in the living room and she was crying.
